Computer upgrade, need advice

Ok... im about to do one of my huge computer upgrades again. What im trying to figure out is

1. Should i wait for pci-express to come out?

2. Im buying a barton3200, with how much that cost, would it just be better to buy an athlon 64?

it would be a LOT better to get a a64. wayy faster and they run cooler..
